Council and Housing Association Partnerships
Council and housing association partnerships in the UK are the arrangements through which a developer delivers new affordable homes for public and social landlords. Land to Homes offers package deals, land-led schemes, affordable homes secured through planning and design and build contracts for registered providers, and can bid for council land disposals where the terms suit. Each route is agreed in writing before work starts.

Council and Housing Association Partnerships: how it works
Councils and housing associations need new homes, but land, planning capacity and construction resource are often stretched. Developers, in turn, need reliable partners for the affordable homes their schemes include. Land to Homes offers several routes. A package deal is where we sell a provider completed homes on a site we control. A land-led deal is where we bring forward land for a scheme the provider will own, sometimes entirely affordable. Section 106 homes, and their equivalents in Scotland and Northern Ireland, are the affordable homes a planning permission requires, transferred to a provider on completion. Under design and build, we build on land the council or provider already owns, to its specification. We also respond to council land disposals where the terms suit. Every partnership is set out in a written agreement, and we work within each partner's procurement rules, design standards and funding conditions.

How it differs across the UK
ENGEngland
In England, registered providers, including housing associations and for-profit providers, are regulated by the Regulator of Social Housing. Affordable homes are usually secured through Section 106 agreements, and grant is channelled through Homes England, or the Greater London Authority in London. Councils follow procurement rules and their legal duties on value when disposing of land or appointing partners.
WLSWales
In Wales, councils and registered social landlords regulated by the Welsh Government deliver most affordable homes, supported by Social Housing Grant. Affordable homes are secured through Section 106 agreements, homes funded by grant are usually built to the Welsh Development Quality Requirements, and most new developments need sustainable drainage approval from the SuDS approving body.
SCTScotland
In Scotland, councils and registered social landlords regulated by the Scottish Housing Regulator deliver affordable homes through the Affordable Housing Supply Programme, prioritised in each council's Strategic Housing Investment Plan. Developer contributions are secured through Section 75 agreements, and package deals for social and mid-market rent homes are one established route.
NIRNorthern Ireland
In Northern Ireland, housing associations regulated by the Department for Communities deliver most new social homes through the Social Housing Development Programme, managed by the Northern Ireland Housing Executive. Developer-led schemes can include homes sold to associations, and Section 76 planning agreements can secure affordable housing where the local development plan requires it.
Frequently asked questions
What is a package deal for affordable housing?
A package deal is where a developer sells completed affordable homes on a site it controls to a housing association or other registered provider. The mix, design, specification and price are agreed before the homes are built, and the provider takes ownership on completion. Package deals are often how affordable homes required by a planning permission are delivered.
What is a land-led scheme?
A land-led scheme is one where land is secured and a scheme is planned around a provider's needs, rather than the provider buying a share of homes within a market-led development. It can allow a higher proportion of affordable homes, or a fully affordable scheme, where planning policy and funding support it.
What are Section 106 affordable homes?
They are affordable homes a developer must provide under a Section 106 agreement attached to a planning permission in England or Wales. The agreement sets the number, tenure and often the transfer terms, and the homes are usually sold to a registered provider. Scotland uses Section 75 agreements and Northern Ireland uses Section 76 agreements for similar purposes.
Can you build on land a council or housing association already owns?
Yes. Under a design and build arrangement, we design and construct homes on land the council or provider owns, to its specification and standards. Contracts follow the client's procurement rules, which may mean a framework, a tender or another compliant route. We discuss the approach early so the scheme fits the client's governance.
How do council land disposals work?
When a council sells or leases land for housing, it usually has legal duties around obtaining value and must follow its own disposal and procurement rules. Disposals may be marketed openly, offered through a development partner process or tendered. Land to Homes responds to opportunities where the terms suit, following the process the council sets.
Do you talk to for-profit registered providers?
Yes. In England, both not-for-profit housing associations and for-profit registered providers can own affordable homes, and both are regulated by the Regulator of Social Housing. We discuss affordable homes with any appropriately registered provider, subject to the council's requirements on who can take on the homes.
Who applies for grant funding for affordable homes?
Usually the housing association or council, because public grant for affordable housing is normally paid to them under programmes run by Homes England, the Greater London Authority, the Welsh Government, the Scottish Government or, in Northern Ireland, the Housing Executive's Social Housing Development Programme. We plan schemes with the relevant funding conditions in mind.
Can you help a community land trust or community-led group?
Potentially, yes. Community-led schemes often need land, planning and construction support, which is what we provide. The right structure depends on the group, the land and any funding available. We can discuss land options, a design and build arrangement or homes delivered within a wider scheme, with each party taking its own legal advice.
