Planning in Leatherhead: the English rules
If your land near Leatherhead lies in the Green Belt, national policy still protects it, but England's planning framework now recognises grey belt: Green Belt land that is previously developed or does not strongly contribute to certain Green Belt purposes. Where there is evidenced unmet need and the location is sustainable, grey belt housing can be acceptable, with major schemes meeting the Golden Rules on affordable housing, infrastructure and green space. Planning is never guaranteed, so we check policy, access and constraints first.
If you rent privately in Leatherhead, the Renters' Rights Act 2025 now shapes your tenancy: most tenancies run from one rent period to the next, rent can usually only be raised once a year through a formal process, and no-fault evictions have ended. Affordable options in England include Social Rent, Affordable Rent at up to 80% of market rent, and shared ownership. Land to Homes plans homes for sale and rent, and you can register interest now.
| Local planning document | Local Plan |
|---|---|
| Who decides applications | The local planning authority, usually the district, borough, city or unitary council (or a national park authority) |

| How a sale becomes binding | A land sale becomes legally binding on exchange of contracts and finishes on completion, after which the buyer registers the title with HM Land Registry. |
Land and homes in Leatherhead: questions
Do you have any new homes for sale or rent?
Not yet. Land to Homes is a new venture and has no homes, plots or developments for sale or rent at the moment. You can register interest with the area and type of home you want, and we will contact you if we bring forward homes that match. We do not take reservations, fees or deposits at this stage.
Do you pay my legal fees?
On option and promotion agreements, yes. We pay your reasonable legal fees, and the amount is agreed up front in the heads of terms before you instruct a solicitor, so there are no surprises later. On a direct purchase, each side normally pays its own legal costs, and we will explain the position before you commit.
What is a land promotion agreement?
Under a promotion agreement, a promoter funds and manages the planning process, then markets the land for sale with the landowner once permission is granted. The proceeds are shared under an agreed formula after the promoter's costs. With Land to Homes there is nothing to pay upfront: planning costs are only recovered from the sale proceeds if the land sells with planning.
What kinds of land do you look at?
Fields and paddocks next to towns and villages, large gardens and backland, infill plots, brownfield and former commercial sites, farmland, and buildings that could convert to homes. Sites need realistic access and planning prospects. If land is too small or too constrained for us, we will say so plainly rather than leave you waiting for an answer.
Do you work with landowners in Leatherhead?
We do. We work with landowners in Leatherhead and elsewhere in Surrey, including Egham, Godalming and Guildford. Send us a postcode and we will start with a free, no-obligation appraisal of what the land could take.
