How the rules work in Rhondda
In Wales, planning applications for new homes in Rhondda are decided by the local planning authority, usually the county or county borough council, using its Local Development Plan, Planning Policy Wales and Future Wales: the National Plan 2040. Landowners can sell outright or through an option or promotion agreement in which the planning work is funded for them and recovered only from a sale with planning. Land to Homes offers a free site appraisal and covers your reasonable legal fees on option and promotion agreements.
Renting in Rhondda? Since December 2022, Welsh tenancies have been occupation contracts under the Renting Homes (Wales) Act 2016, and tenants are called contract-holders. Most private renters hold a standard occupation contract, and the notice period for no-fault possession was extended from two months to six. Buyers exchange and complete as in England but pay Land Transaction Tax, not Stamp Duty. Land to Homes has no homes available yet; you can register interest.

Land and homes in Rhondda: questions
What is planning permission?
Planning permission is consent from the planning authority to carry out development, such as building new homes or changing the use of land. Applications are judged against the local development plan and national policy, which differ in England, Wales, Scotland and Northern Ireland. Permission can be full, or outline, which is called planning permission in principle in Scotland.
How is the price of development land worked out?
Development land is usually valued by working back from what the finished homes would be worth, then deducting build costs, infrastructure, planning obligations such as affordable housing, fees, finance and a developer's margin. This is called a residual valuation. We do not quote land values online; our free appraisal explains the factors that affect your site.
What should I check before reserving any new-build home?
Check the specification, the tenure and any lease terms, estate or service charges for unadopted roads and open space, the warranty provider, the reservation terms and whether the developer is registered with the New Homes Quality Board. Instruct your own solicitor early, visit the site if you can and ask for everything important in writing.
Can you guarantee my land will get planning permission?
No one can guarantee planning permission. Decisions rest with the planning authority or, on appeal, an independent appeal body. What we can do is assess the prospects honestly, prepare a thorough application and deal with likely objections early. If we think a site is unlikely to succeed, we will tell you before anyone spends time or money on it.
Is Rhondda an area you cover for land?
Yes, we cover land in Rhondda and elsewhere in Mid Glamorgan, including Merthyr Tydfil, Aberdare and Maesteg. Where a site suits us we can buy it directly, or set up an option or promotion agreement. On promotion there is nothing to pay upfront.
