Planning in Fleetwood: the English rules
In England, most planning applications for new homes in Fleetwood are decided by the local planning authority, usually the council, using its Local Plan and the National Planning Policy Framework. Many landowners sell without planning, either outright or through an option or promotion agreement that funds the application first. Land to Homes offers a free site appraisal, pays your reasonable legal fees on option and promotion agreements, and can buy suitable sites directly, subject to survey, title and contract.
Affordable homes in Fleetwood are usually funded through a mix of Section 106 contributions from market schemes and grant from Homes England's Social and Affordable Homes Programme 2026 to 2036, or from the Greater London Authority in London. Registered providers, regulated by the Regulator of Social Housing, own and manage most of them. Land to Homes can bring forward land and build homes for councils and housing associations, including homes for Social Rent.

Land and homes in Fleetwood: questions
What are the New Homes Quality Code and New Homes Ombudsman?
The New Homes Quality Code is a code of practice for developers registered with the New Homes Quality Board, covering how homes are marketed, reserved, sold and handed over, and after-sales care. Buyers of homes from registered developers can usually take unresolved complaints to the New Homes Ombudsman Service. The framework currently covers England, Scotland and Wales.
What should I check before reserving any new-build home?
Check the specification, the tenure and any lease terms, estate or service charges for unadopted roads and open space, the warranty provider, the reservation terms and whether the developer is registered with the New Homes Quality Board. Instruct your own solicitor early, visit the site if you can and ask for everything important in writing.
Will I have to pay anything upfront?
Not on a promotion agreement. We fund the planning work, and those costs are only recovered from the sale proceeds if the land sells with planning permission. You will still need your own solicitor, but on option and promotion agreements we pay your reasonable legal fees, with the amount agreed in the heads of terms.
Can you guarantee my land will get planning permission?
No one can guarantee planning permission. Decisions rest with the planning authority or, on appeal, an independent appeal body. What we can do is assess the prospects honestly, prepare a thorough application and deal with likely objections early. If we think a site is unlikely to succeed, we will tell you before anyone spends time or money on it.
Is Fleetwood an area you cover for land?
Yes, we cover land in Fleetwood and elsewhere in Lancashire, including Colne, Ormskirk and Skelmersdale. Where a site suits us we can buy it directly, or set up an option or promotion agreement. On promotion there is nothing to pay upfront.
