How the rules work in Leominster
Land with no planning permission can still be sold. Around Leominster, the usual routes in England are a direct sale, an option agreement or a promotion agreement, where the planning work is funded for you and the land is sold once consent is granted. Outline planning permission settles the principle, with reserved matters approved later. Section 106 obligations, the Community Infrastructure Levy where charged and biodiversity net gain all affect what a site is worth, so independent advice matters.
If you rent privately in Leominster, the Renters' Rights Act 2025 now shapes your tenancy: most tenancies run from one rent period to the next, rent can usually only be raised once a year through a formal process, and no-fault evictions have ended. Affordable options in England include Social Rent, Affordable Rent at up to 80% of market rent, and shared ownership. Land to Homes plans homes for sale and rent, and you can register interest now.

Questions about Land and homes in Leominster
What is an option agreement?
An option agreement gives a developer the right, but not the obligation, to buy land within an agreed period, usually once planning permission is granted. The landowner normally receives an option fee, and the purchase price is worked out under an agreed formula. On option agreements with Land to Homes, we pay your reasonable legal fees, agreed up front in the heads of terms.
Who decides who gets an affordable or social home?
Councils and housing associations, not developers. They set eligibility, usually based on income, housing need and sometimes a local connection, and allocate homes through their own lists or sales processes. In Northern Ireland, social homes are allocated through the Northern Ireland Housing Executive's common waiting list. Land to Homes does not allocate homes.
Do you have any new homes for sale or rent?
Not yet. Land to Homes is a new venture and has no homes, plots or developments for sale or rent at the moment. You can register interest with the area and type of home you want, and we will contact you if we bring forward homes that match. We do not take reservations, fees or deposits at this stage.
Can you guarantee my land will get planning permission?
No one can guarantee planning permission. Decisions rest with the planning authority or, on appeal, an independent appeal body. What we can do is assess the prospects honestly, prepare a thorough application and deal with likely objections early. If we think a site is unlikely to succeed, we will tell you before anyone spends time or money on it.
Is Leominster an area you cover for land?
Yes, we cover land in Leominster and elsewhere in Herefordshire, including Hereford, Ledbury and Ross-on-Wye. Where a site suits us we can buy it directly, or set up an option or promotion agreement. On promotion there is nothing to pay upfront.
