Serviced Plots for Self-Build in Penarth
A serviced plot in Penarth is a parcel of land with planning permission or a clear route to it, a road access and connections for water, drainage and electricity at the boundary, ready for someone to build their own home. Land to Homes looks for land that suits serviced plots, takes it through planning and services it, so self-builders can focus on the house.

Planning and building around Penarth
Penarth (CF64) is one of the South Glamorgan towns we cover, about 3 miles south of Cardiff. Close by, our coverage also takes in Cardiff, Barry and Caerphilly.
Near Penarth, we look at land with an expired or ageing consent, in-principle consents that still need detailed approval and sites where the layout needs to change. Because Penarth is in Wales, land titles are registered with HM Land Registry and transfers attract Land Transaction Tax (LTT).
Send us the site address near Penarth and we will tell you what we think the planning route is.
How we work in Penarth
Self-build or custom build
Build the home yourself with your own builder and architect, or choose a more complete custom build package where one is offered on the site.
Part of larger schemes
On bigger developments, serviced plots can sit alongside homes for sale, rent and affordable tenures, sharing the same roads and services.
Register interest now
No plots are available yet. Registering interest tells us where people want plots and what they need, which helps shape the sites we bring forward.
Design rules up front
Where a site has a design code or plot passport, we set out the rules before you commit, so you know what the planning permission allows.
Planning in Penarth: the Welsh rules
Drainage has its own approval in Wales. Most new developments of more than one home, or with 100 square metres or more of construction area, need sustainable drainage approval from the council's SuDS Approving Body, separate from planning permission, before building starts. For land around Penarth, that shapes layout and how many homes fit, so our free site appraisal looks at it alongside access, Local Development Plan policy and the biodiversity requirements of Planning Policy Wales.
In Wales, the Right to Build register duty does not apply, so self-build plots come forward through the Local Development Plan and normal planning policy. The Welsh Government has backed self-build through its Self Build Wales scheme. Most new homes need sustainable drainage approval from the SuDS approving body, and a self-build exemption may apply where a council charges the Community Infrastructure Levy.

Common questions in Penarth
What is a serviced plot?
A serviced plot is a piece of land ready for a single home, with access to a road and connections for services such as water, drainage and electricity at or near the boundary. In England, the Right to Build legislation defines a serviced plot by reference to access to a public highway and those utility connections, or the ability to provide them.
Is there a self-build register in Scotland, Wales or Northern Ireland?
In Scotland, planning authorities keep self-build lists of people interested in building their own home, which inform local planning. Wales and Northern Ireland do not have a statutory register like England's, although some councils may still record interest, and self-build plots are assessed through normal planning policy. Check with your local council.
Do you have self-build plots for sale now?
Not yet. Land to Homes is a new venture and has no plots, homes or developments for sale at the moment. You can register interest with your preferred area and the kind of plot you want, and we will contact you if we bring forward plots that match. Registering is free and commits you to nothing.
Can I sell part of my land as self-build plots?
Yes, if the land has planning prospects and suitable access. A few plots can suit land on a village edge or a large garden. Our free site appraisal looks at whether plots would work and whether a direct sale to us, an option or a promotion agreement is the right route. On option and promotion agreements we pay your reasonable legal fees.
Do you take on planning and building work in Penarth?
Yes, on sites we buy, option, promote or develop in partnership in Penarth and elsewhere in South Glamorgan, including Cardiff and Barry. We do not take on planning or building work for third parties as a consultancy.
