Planning and building around Manchester
Manchester (M1) anchors our coverage of Greater Manchester, which takes in 38 other places. Salford is the closest neighbouring place we cover, at about 2 miles, followed by Old Trafford and Failsworth. Manchester is in the North West region of England.
Typical work around Manchester: sites that need a fresh planning strategy, in-principle consents that still need detailed approval and land with an expired or ageing consent. As Manchester is in England, applications are judged against the National Planning Policy Framework, and the buyer of land pays Stamp Duty Land Tax (SDLT).
If you have a site near Manchester that is stuck, a short call is the best place to start.
What you get in Manchester
Mixed tenures on one site
Homes for sale, homes for rent and affordable homes can be built together, designed so that the tenures are hard to tell apart from the street.
Respect for neighbours
Site traffic, working hours, noise and dust are managed under a construction management plan where the council requires one, and neighbours know who to contact.
Energy-efficient homes
Homes are designed to meet current energy standards in each nation, which increasingly means low-carbon heating, high insulation and good airtightness.
Warranty considered early
Most mortgage lenders expect a new home to carry a recognised structural warranty, so warranty provider requirements are considered from the design stage.
Planning and land rules in Manchester
Selling development land in Manchester usually starts with heads of terms, a short written summary of price, conditions and fees, before solicitors draft the contract. In England the sale becomes binding on exchange of contracts and finishes on completion, with the title then registered at HM Land Registry. The buyer normally pays Stamp Duty Land Tax. On option and promotion agreements with Land to Homes, your reasonable legal fees are covered, with the amount agreed in the heads of terms.
In England, homes are built to the Building Regulations and signed off by council building control or a registered building control approver. Higher-risk residential buildings go through the Building Safety Regulator. Energy standards are being raised through the Future Homes Standard, and most developments must also deliver the biodiversity net gain agreed at planning.

Your questions answered for Manchester
Does Land to Homes build the homes itself?
Land to Homes manages planning, design and construction on the sites it brings forward, and is part of the S&K Group, a construction and property group. Construction is carried out with contractors and suppliers under our management. Because we plan land with building in mind, the schemes we take to planning are designed to be delivered.
What is a new-build warranty?
A new-build warranty is an insurance-backed policy that covers certain defects in a newly built home for a set period after completion. In the early part of the cover the builder is usually responsible for putting defects right, with the warranty provider covering major structural problems later on. Most mortgage lenders require a recognised warranty or a professional consultant's certificate.
Can you build out a site that already has planning permission?
Yes, where the scheme suits us. We can buy a site with planning permission directly, subject to survey, title and contract, or discuss a joint venture where the landowner keeps an interest. We review the permission, its conditions and any legal agreement first, because they affect what can be built and when.
What happens to the roads and sewers on a new development?
On many developments the new roads are built to the highway authority's standards and then adopted, so the council maintains them. Sewers can similarly be adopted by the water company. Where roads or open spaces are not adopted, they are usually looked after by a management company funded by residents, and buyers should check this before reserving.
Can you manage a site in Manchester from planning to build?
On land we take forward ourselves in Manchester and elsewhere in Greater Manchester, including Dukinfield, Walkden and Westhoughton, we manage planning, design and construction. Tell us about the site and we will explain how we would approach it.
