Planning in Caernarfon: the Welsh rules
Affordable homes in Caernarfon are mainly provided by councils and registered social landlords, often with Welsh Government Social Housing Grant, and can include social rent, intermediate rent and shared ownership. Private renters hold standard occupation contracts, and landlords must keep homes fit for human habitation. Buying a new home means paying Land Transaction Tax where it applies. Land to Homes plans homes for sale and rent in Wales and invites you to register interest.
In Wales, Land Transaction Tax replaces Stamp Duty Land Tax and title is registered with HM Land Registry. The New Homes Quality Board framework covers Wales, and the Welsh Building Regulations, including their energy standards, differ from England's. Most new estates also need approved sustainable drainage, which can affect management arrangements and charges.
| Who decides applications | The local planning authority, usually the county or county borough council (or a national park authority) |
|---|---|
| Land transaction tax (paid by the buyer) | Land Transaction Tax (LTT) |
| How a sale becomes binding | As in England, a land sale becomes legally binding on exchange of contracts and finishes on completion, with the title registered at HM Land Registry. |
| Developer contributions | Section 106 planning obligations, plus the Community Infrastructure Levy (CIL) where the council has adopted it |
Your questions answered for Caernarfon
Does Land to Homes have any new homes for sale?
Not yet. Land to Homes is a new venture and has no homes, developments or plots for sale or reservation at the moment. You can register interest with the area and type of home you want, and we will contact you if we bring forward homes that match. We never ask for a deposit to register interest.
How does registering interest work?
You give us your contact details, the areas you are interested in, the type and size of home you need and your rough timing. We use that to contact you about relevant new homes and to understand demand when we plan sites. It is free, it is not a reservation and you can ask us to remove your details at any time.
Is buying a new home different in Scotland, Wales or Northern Ireland?
Yes. In Scotland the purchase is concluded through missives exchanged between solicitors, Land and Buildings Transaction Tax applies, and a Home Report is not needed for the first sale of a newly built home. Wales has Land Transaction Tax, while England and Northern Ireland use Stamp Duty Land Tax. A solicitor in the relevant nation can explain the detail.
Can I buy a new home through shared ownership?
Shared ownership and other affordable home ownership routes are usually provided by housing associations and other registered providers, sometimes on homes built by developers. Eligibility and the share you can buy are set by the provider and the scheme rules, not by us. If affordable homes form part of a site we bring forward, we will tell you who to contact.
Are there new homes available in Caernarfon now?
Not yet. Land to Homes has no homes available in Caernarfon at the moment. You can register your interest for Caernarfon, and we will contact you if we bring homes forward there or nearby.
