Planning in Plymouth: the English rules

Renting a new home in Plymouth? In England, most private tenancies are now assured periodic tenancies with no fixed end date, and since 1 May 2026 landlords can no longer use section 21 no-fault evictions. New-build buyers usually receive a structural warranty and buy through exchange of contracts and completion, paying Stamp Duty Land Tax where it is due. Land to Homes has no homes for sale or rent yet, but you can register your interest.

In England, buyers usually pay Stamp Duty Land Tax and the purchase is registered with HM Land Registry. Many developers register with the New Homes Quality Board and follow its code. New homes must meet the Building Regulations, and estates often carry management charges where roads or open space are not adopted, so check these before reserving.

New-Build Homes for Sale in Plymouth: questions

What is the New Homes Quality Code?

The New Homes Quality Code is a code of practice set by the New Homes Quality Board, an independent body. Developers who register with the board agree to follow it, covering marketing, reservations, handover and after-sales service, and their buyers can usually take unresolved complaints to the New Homes Ombudsman Service. The framework currently covers England, Scotland and Wales.

Can I buy a new home through shared ownership?

Shared ownership and other affordable home ownership routes are usually provided by housing associations and other registered providers, sometimes on homes built by developers. Eligibility and the share you can buy are set by the provider and the scheme rules, not by us. If affordable homes form part of a site we bring forward, we will tell you who to contact.

Is buying a new home different in Scotland, Wales or Northern Ireland?

Yes. In Scotland the purchase is concluded through missives exchanged between solicitors, Land and Buildings Transaction Tax applies, and a Home Report is not needed for the first sale of a newly built home. Wales has Land Transaction Tax, while England and Northern Ireland use Stamp Duty Land Tax. A solicitor in the relevant nation can explain the detail.

How does registering interest work?

You give us your contact details, the areas you are interested in, the type and size of home you need and your rough timing. We use that to contact you about relevant new homes and to understand demand when we plan sites. It is free, it is not a reservation and you can ask us to remove your details at any time.

Can I register for new homes in Plymouth?

Yes. Registering for Plymouth is free and does not commit you to anything. There are no homes available yet; if we bring homes forward in or near Plymouth, we will contact you.
