In England, some offices, shops and barns can become homes through permitted development with prior approval rather than a full planning application. Wales, Scotland and Northern Ireland have different rules. Land to Homes checks which route applies to your building in Staffordshire and whether its structure, layout and daylight can produce good homes.

Our coverage in Staffordshire
Our Staffordshire coverage takes in 11 towns and cities, centred on Stoke-on-Trent and including Lichfield, Kidsgrove and Newcastle under Lyme. Next door, we also cover West Midlands, Derbyshire and Shropshire. Staffordshire is close to our head office in Great Barr, Birmingham.
Around Staffordshire we look at brownfield land in and around Stoke-on-Trent, infill gaps along existing streets and former garage blocks and yards. In England, where Staffordshire sits, planning decisions are made by the local planning authority, usually the district, borough, city or unitary council (or a national park authority).

Why work with Land to Homes in Staffordshire
Building regulations apply
Changing a building to homes brings in building regulations or, in Scotland, a building warrant, covering fire safety, sound insulation, energy efficiency and escape routes. These often drive conversion costs.
Class Q for barns
In England, Class Q can allow some agricultural buildings to become homes through prior approval, subject to limits and exclusions. The building generally needs to be capable of conversion without amounting to a rebuild.
Direct purchase of buildings
Where a building suits us, we can buy it ourselves, with or without consent, with no onward chain, subject to survey, title and contract. Any offer is set out in writing.
Planning route identified
We check whether permitted development with prior approval could apply, or whether a full application, and possibly listed building consent, is needed. The route shapes cost, risk and value.
Planning and land rules in Staffordshire
If your land near Staffordshire lies in the Green Belt, national policy still protects it, but England's planning framework now recognises grey belt: Green Belt land that is previously developed or does not strongly contribute to certain Green Belt purposes. Where there is evidenced unmet need and the location is sustainable, grey belt housing can be acceptable, with major schemes meeting the Golden Rules on affordable housing, infrastructure and green space. Planning is never guaranteed, so we check policy, access and constraints first.
In England, Class MA allows many buildings in commercial, business and service use to convert to homes through prior approval, and Class Q covers some agricultural buildings. These rights are England-only, carry conditions and exclusions, and can be removed locally by Article 4 directions. New homes must meet national space standards, and pubs need full planning permission.

Sell a Building for Conversion in Staffordshire: questions
What is an asset of community value?
In England, a community group can ask the council to list a building such as a pub or hall as an asset of community value. If a listed asset is put up for sale, a moratorium can give community groups a chance to bid, but it does not force you to sell to them. Scotland has its own community right to buy.
Can I convert an office to flats without planning permission?
In England, many office buildings can change to homes under Class MA permitted development, which needs prior approval from the council rather than full planning permission. Conditions and exclusions apply, including for listed buildings, some protected areas and places covered by an Article 4 direction. Elsewhere in the UK, a planning application is normally needed.
What is Class Q permitted development?
Class Q is an England-only right that can allow agricultural buildings to become homes through prior approval, subject to limits on numbers and floor space and exclusions for listed buildings and some protected areas. The building must be suitable for conversion rather than needing substantial rebuilding. Scotland has a separate, narrower right of its own.
Can I sell the space above my shop and keep trading below?
Often, yes. Upper floors above shops can be converted separately, subject to planning, a separate entrance and fire separation between the shop and the homes. A sale may involve splitting the title or granting a long lease of the upper parts. Your solicitor will advise on the right structure.
Do you buy land in Staffordshire?
Yes. Land to Homes looks at land across Staffordshire, including Burton upon Trent, Lichfield and Cannock. Every enquiry starts with a free site appraisal, and on option and promotion agreements we pay your reasonable legal fees.
